01Google Ads ranks ads by Ad Rank, which weighs your bid, ad and landing page quality, thresholds, competition, search context and asset impact, so quality can beat a higher bid.
02Google Keyword Planner is free, but Google requires a Google Ads account in Expert Mode with billing set up and a campaign created; a paused campaign lets you research without spending.
03Google Ads can spend up to twice the average daily budget on one day, but never more than 30.4 times it in a month for most campaigns.
04Google India Private Limited charges 18% GST on Google Ads, and Indian business accounts must add a GSTIN under India tax info to show it on invoices and support input tax credit.
Google Ads is Google’s pay per click (PPC) advertising platform. You bid to show ads on Google Search, YouTube, Gmail, Maps, Discover and partner sites, and you mostly pay when someone clicks or watches. This guide shows Indian marketers and founders how to set up a Google Ads account, pick a campaign, bid, budget and handle GST without wasting the first month’s spend.
Every menu path, billing rule and feature below was checked against Google’s own help pages on 24 October 2026. Where Google publishes no number, we don’t invent one.
Google Ads is Google’s self-serve advertising platform, and pay per click advertising means you pay when someone acts on your ad, usually a click, instead of paying for the ad simply existing. You set a budget and bids, Google runs an auction for every eligible search or placement, and winning ads show.
The “per click” part depends on your bid strategy. Search campaigns are usually billed per click, video campaigns can be billed per view, and awareness campaigns per thousand impressions. Google’s bidding page for India puts it simply: a maximum bid means you never pay more than that amount for a click.
That is why PPC in digital marketing sits beside SEO, not against it. SEO earns traffic slowly. Google Ads rents attention instantly, and stops the day you stop paying. Most Indian businesses that grow fast run both.

Every time someone searches, Google runs a separate auction for each ad slot and calculates an Ad Rank for every eligible ad twice: once to decide whether the ad can show at all, and once to order the ads that qualify. Your bid is only one of six inputs, and quality can beat money.
Google’s Ad Rank help page lists the six factors:
The price you actually pay is often below your maximum bid. Google says higher quality ads can often lead to lower CPCs. It also says an ad that beats the next one by a wide margin may pay more for that certainty.
The practical lesson for a Bengaluru clinic or a Pune SaaS startup is the same. You cannot outbid a weak landing page forever. Fix relevance first, then raise bids.
To create a Google Ads account, sign up with a Google account, add your business name and website, optionally link your YouTube channel and Google Business Profile, skip the guided campaign if you want full control, then set the billing country, time zone, account type and payment method.
Here is the flow from Google’s account creation guide, with what to watch at each step.
Select “Sign up for Google Ads” and enter your business name and website URL. Google uses these to pre-fill later steps, so type the URL of the site you will actually send traffic to.
Linking is optional. Google says it speeds setup by suggesting keywords and headlines. If you have a Google Business Profile for a shop or office, link it now.
Google lets you create the account without a campaign, and you can skip every campaign recommendation during sign-up. Do this. A rushed first campaign built in the sign-up wizard is how most wasted budgets start.
Billing country decides your payment options and currency, so choose India for INR billing. Confirm the time zone because reports, statistics and billing all follow it. Account type defaults to Organisation and can be changed to Individual for tax purposes.
Pick an existing payments profile or create one, enter a card or bank account, and submit. If you have a promotional code, enter it under “Introductory offer” before you submit.
Google offers conversion measurement as the final setup step. Take it. Without it, every automated bid strategy is guessing.
Don’t panic at the bank SMS: Google says a card may show a temporary authorisation that is usually removed within a week. You may also be asked for a small, refundable prepayment to verify the account, which you can make after sign-up.
Google’s Smart campaigns page says Smart campaigns can only be created in Smart Mode, while advertisers outside Smart Mode can use the other campaign types. Google’s Keyword Planner page also tells Smart Mode users to switch to Expert Mode before using the tool. For anyone reading this guide, that settles it.
| Mode | What you can build | Keyword Planner | Best for |
|---|---|---|---|
| Smart Mode | Smart campaigns only, across Search, Maps, YouTube and partner sites | Switch to Expert Mode first | A single-location owner who wants minimal management |
| Expert Mode | Search, Performance Max, Demand Gen, Video, Shopping, App and Display | Available | Anyone who wants control over keywords, bids and reporting |
Choose the campaign type by where your buyer is: Search for people already looking, Shopping for retailers with a product feed, Performance Max for conversion-focused advertisers who want all inventory, Demand Gen and Video for creating demand on YouTube and other visual surfaces, and App campaigns for installs or in-app actions.
The table below condenses Google’s campaign type guide, Performance Max overview and Demand Gen overview.
| Campaign type | Where it runs | Use it when | Watch out for |
|---|---|---|---|
| Search | Google search results | People already search for your product or service and you want leads, sales or traffic | Loose match types and no negatives burn budget fast |
| Performance Max | All Google Ads inventory: Search, YouTube, Display, Discover, Gmail, Maps | You have clear conversion goals and want one campaign across every channel | Needs solid conversion tracking; use brand exclusions and negative keywords |
| Demand Gen | YouTube including Shorts, Discover, Gmail, Maps, Display Network, video partners | You want to reach people who are not searching yet with image and video ads | For Target CPA, Google recommends a daily budget of at least 10 times the target |
| Video (YouTube) | YouTube and video partner sites | Awareness, consideration or action-focused video, including ad sequences | Pick the subtype by goal: conversions, reach, views or sequence |
| Shopping | Search results and the Shopping tab | You are a retailer with products to list | Requires a Google Merchant Center account and feed |
| App | Search, Google Play, YouTube, Discover and partner apps | You want installs, in-app engagement or Google Play pre-registration | Optimise for in-app actions, not just cheap installs |
| Display | Websites, apps and Google properties | Remarketing and visual reach beyond Search | Display is moving to Demand Gen (see below) |
One rule from the Performance Max page matters a lot if you run Search too. When a query matches an exact match keyword in a Search campaign, that keyword takes priority over Performance Max. Search themes in Performance Max get the same priority as phrase and broad match keywords.
Google’s video ad formats page lists five formats, each billed differently:
Google’s Demand Gen page says eligible advertisers could start migrating Display campaigns with a migration tool from June 2026. Later, new campaigns of this kind will only be created in Demand Gen and the rest will migrate automatically. Google gives no date for that second phase, so plan your 2027 creative calendar around Demand Gen formats now.

AI Max for Search is not a new campaign type. It is a setting inside Search campaigns that adds broad match and keywordless search term matching, text customisation of your ads and final URL expansion. Turn it on once conversion tracking is reliable and the campaign is not limited by budget, then watch search terms closely.
Google’s AI Max help page breaks it into parts you can control:
Google’s AI Max overview claims advertisers who turn it on typically see 14% more conversions or conversion value at a similar CPA or ROAS, based on Google internal data from 2025 for non-retail advertisers. Treat that as Google’s claim, not your forecast.
Pro tip: Google warns that pinned responsive search ad assets are not respected when final URL expansion is on, and that incompatible tracking templates can cause 404 errors. Test one campaign, add URL exclusions for careers, blog and policy pages, and check your tracking template before switching on account-wide.

Google Ads has three keyword match types: broad match with no symbols, which reaches related searches; phrase match in quotes, which covers searches that include your keyword’s meaning; and exact match in square brackets, which covers searches with the same meaning or intent. Broader types capture everything narrower types do, plus more.
These examples come straight from Google’s keyword matching help page.
| Match type | How you type it | What it matches | Control vs reach |
|---|---|---|---|
| Broad (default) | low carb diet plan | Related searches such as “carb free foods” or “how to cut carbs for beginners” | Most reach, least control |
| Phrase | “tennis shoes” | Searches that include the meaning of the keyword, including more specific versions | Middle ground |
| Exact | [red shoe] | Searches with the same meaning or intent | Most control, least reach |
Google recommends Smart Bidding with every match type, and especially with broad match. Our read: broad match without working conversion tracking is paying Google to learn your business with your money. Start with exact and phrase on your money terms, then add broad once conversions flow.
Check what you actually paid for in the search terms report. Google’s search terms help page gives the path: Campaigns, then Insights and reports, then Search terms. Turn on the Keyword column to see which keyword matched each search.
Yes. Google calls Keyword Planner a free resource for building keyword lists, but you need a Google Ads account in Expert Mode with setup and billing complete, and Google says access comes after you create a campaign. Create one, keep it paused, and you can research Google keywords without paying for a single click.
That answer comes from Google’s Keyword Planner page for India and the Keyword Planner help article. Google’s payment settings page confirms that pausing campaigns delays ads from running.
Open the Tools menu in Google Ads and select Keyword Planner. You will see two options.
Enter seed keywords or a website URL. Filter and group the ideas, then save them to a plan or add them to an ad group.
Paste your list or upload a CSV. A simple upload needs one column headed “Keyword”. Keywords with very low search volume cannot be forecast and will return an error.
Forecasts estimate clicks or conversions for a daily budget and bid strategy you choose. Google says they refresh daily from the last 7 to 10 days of data, adjusted for seasonality, and conversion forecasts need conversion tracking. Use the bid estimates as your starting CPC, because Google publishes no India-wide CPC average.
Doing SEO research too? Our keyword research guide with free tools shows how to use the same volumes for organic content.
Pick the bidding strategy that matches the data you have: Manual CPC or Maximize Clicks when you have no conversion history, Maximize Conversions once tracking works, and Target CPA or Target ROAS when conversions arrive steadily and you know what a lead or sale is worth. Video and awareness campaigns use CPV or CPM strategies instead.
Here is how Google’s bid strategy guide groups the main options.
| Strategy | Optimises for | Use it when |
|---|---|---|
| Manual CPC | Clicks, with maximum bids you set | You want tight control on a small, new account |
| Maximize Clicks | Most clicks within your daily budget | You need traffic data fast and have no conversions yet |
| Target Impression Share | Showing at the absolute top, top or anywhere on the page | Brand defence on your own name |
| Maximize Conversions | Most conversions for the full budget | Tracking works and you want volume |
| Target CPA | Conversions at a target cost per action | You know your acceptable cost per lead |
| Maximize Conversion Value / Target ROAS | Revenue, with or without a return target | E-commerce with order values flowing into Google Ads |
| CPV, Target CPV, CPM, Target CPM | Views, interactions or impressions | YouTube and awareness campaigns |
Automation is now the default. Google’s bidding page says more than 80% of Google advertisers use automated bidding. The page also claims advertisers moving from Target CPA to Target ROAS can see 14% more conversion value at a similar ROAS, with the caveat that results vary.
Google Ads has no fixed price in India. You set an average daily budget, pay for clicks, views or impressions at auction prices, and Google India Private Limited adds 18% GST to the bill. Your real monthly ceiling is 30.4 times the average daily budget, and any single day can reach double it.
Google’s budget help page explains that spend flexes day to day. On days when clicks and conversions are more likely, Google may spend above your average, and less on other days.
Worked example: set an average daily budget of ₹1,000. One day can go up to ₹2,000, but the month cannot go above ₹30,400. Google says you will never pay more than these limits. Plan cash flow on the monthly figure, not the daily one.
Google’s GST help page sets out the rules for customers billed by Google India Private Limited (GIPL):
Google’s GST page does not cover TDS. Take that question to your CA before the first invoice, not after the quarter closes.
Google’s payment settings page describes two options. With automatic payments, ads run once billing is processed and you are charged after. With manual payments, ads run only while your account holds funds, which you add from Billing, then Summary, then “Add funds” on the Available funds card.
Indian cards come with an extra rule. Google’s RBI regulations page says Reserve Bank of India e-mandate rules apply to automatic card payments and that postpay in India is limited to ₹15,000. If a card fails the e-mandate check, Google suggests adding a compliant payment method or prepaying to keep ads running.
What about “Google ad fees” beyond media? Google’s account creation guide lists no sign-up charge. Your costs are media spend plus GST, plus any agency or freelancer fee you agree separately.

Quality Score is a 1 to 10 diagnostic, given per keyword, that compares your expected clickthrough rate, ad relevance and landing page experience against advertisers whose ads showed for the same searches over the last 90 days. Google says it is not an auction input, but the quality it summarises does feed Ad Rank and your CPC.
Each of the three parts gets a rating of Above average, Average or Below average, according to Google’s Quality Score help page. To see them, open the Keywords table, select the columns menu, and add the Quality Score columns. You can also segment historical scores by day.
Use it to find the weak link, not as a KPI. Google itself says not to optimise for the score. Fix the component that is Below average:
Set up conversion tracking by choosing where conversions happen (website, app, phone calls or offline), picking Google Analytics, the Google tag or both as the data source, creating conversion actions marked primary or secondary, then installing the tag and verifying it with Google Tag Assistant before Smart Bidding spends serious money.
Google’s conversion tracking guide adds a few details that trip up most setups:
Collecting form data or customer lists in India? Your consent notices and data handling need to meet the Digital Personal Data Protection Act, 2023. Speak to counsel before uploading customer data.

Negative keywords stop your ads from showing on searches you don’t want. They also behave differently from normal keywords, which catches many advertisers out.
Google’s negative keywords page says negatives don’t match close variants or other expansions. A negative of “flowers” won’t block “red flower”, so you must add singular, plural and synonym forms yourself.
| Negative match type | Negative keyword | Blocks | Does not block |
|---|---|---|---|
| Broad | running shoes | “blue running shoes”, “shoes running” | “running shoe” |
| Phrase | “running shoes” | “blue running shoes” | “shoes running” |
| Exact | [running shoes] | “running shoes” | “blue running shoes” |
Account-level negatives apply to all eligible Search and Shopping inventory, so keep one global list for terms like “jobs”, “salary” and “free download” if they never fit your business. Search terms longer than 16 words can still trigger your ad when the negative appears after the 16th word. Our deep dive on negative keywords in PPC has ready lists by industry.
Most failing accounts fail for the same few reasons. None of them need a bigger budget to fix.

This is the plan we would hand a new founder with a modest budget and no history in the account. Each phase earns the right to the next one.
| Phase | Focus | What to do | Move on when |
|---|---|---|---|
| Days 1 to 30 | Foundations | Create the account in Expert Mode, add GSTIN, set up and verify conversion tracking, research in Keyword Planner, launch one Search campaign on exact and phrase match with Manual CPC or Maximize Clicks, add an account-level negative list | Conversions are recording correctly and you have reviewed the search terms report every week |
| Days 31 to 60 | Efficiency | Move to Maximize Conversions, split ad groups by theme, fix Below average Quality Score components, add sitelinks and call assets, test a second landing page | Cost per conversion is stable for several weeks |
| Days 61 to 90 | Scale | Set Target CPA or Target ROAS, test AI Max on one campaign, add Performance Max or Demand Gen with remarketing, start a YouTube test if you have video | New campaigns hit your target cost without hurting Search |
Google Ads rewards the boring basics. Start with one tight Search campaign, verified conversion tracking and a real negative keyword list. Add automation like Performance Max and AI Max only after conversions flow cleanly, because Google’s AI can only optimise toward the signal you give it. In India, budget on the 30.4x monthly cap plus 18% GST, and get the GSTIN on the profile before the first invoice.

This pillar gives you the system. These guides go deeper on each part of it.
Also linked above: negative keywords, conversion tracking, PPC mistakes, low conversion rates and AI search marketing.
Google’s budget help does not set a minimum. You choose an average daily budget, and Google can spend up to twice that on a single day while keeping most campaigns within 30.4 times the daily budget for the month. GST at 18% is added on top.
Google says that without a GSTIN on your account you may not be able to claim credit for GST paid to Google. Add the GSTIN for the state in your Bill to address under India tax info in payments settings. Confirm eligibility and TDS treatment with your CA.
No running campaign is needed, but Google says access comes after you create a campaign and finish account setup, including billing. Create the campaign, keep it paused, and the tool works without any ad spend.
Smart Mode is where Smart campaigns are built, and Google says Smart campaigns can only be created there. Expert Mode gives you the other campaign types, such as Search, Performance Max, Demand Gen, Video, Shopping and App, plus tools like Keyword Planner.
Start with Search if you are new or your conversion tracking is untested, because you control keywords and see search terms clearly. Add Performance Max once you have clear conversion goals and reliable data. Exact match Search keywords still take priority over Performance Max for matching queries.
Pause or remove your campaigns so no new ads run. On manual payments, ads also stop when your prepaid funds run out, so you never spend more than you added.
