App or API, what each message costs in India from 1 October 2026, how to get approved, and the playbooks that turn WhatsApp chats into sales.

01Meta’s INR rate card effective 1 October 2026 prices a WhatsApp marketing message to India at ₹0.8631, and utility, authentication and paid service messages at ₹0.115 each.
02The WhatsApp Business app is free and suits owner-run businesses, while the WhatsApp Business Platform (Cloud API) bills per delivered message and adds automation, integrations and scale.
03Since 1 October 2026, WhatsApp service messages are charged after 1,000 free per business phone number each month, and utility replies inside the 24-hour window are no longer free.
04WhatsApp messaging limits sit at the business portfolio level, starting at 250 unique users per 24 hours and scaling to 2,000, 10,000, 100,000 and unlimited.
WhatsApp marketing is the practice of reaching customers on WhatsApp with opted-in messages: offers, order updates, reminders and two-way sales chats, sent from the WhatsApp Business app or the WhatsApp Business Platform (Cloud API). On the API, you pay Meta per delivered message, and a marketing message to an Indian number costs ₹0.8631 on the INR rate card effective 1 October 2026.
This guide covers the whole job. You get the app vs API decision, how to get WhatsApp Business API access, the 2026 pricing changes, opt-in and DPDP Act consent, template approval, quality ratings, messaging tiers, click-to-WhatsApp ads, industry playbooks and a 30/60/90-day plan.
WhatsApp marketing means sending promotional, transactional and support messages to customers who opted in, then turning replies into sales. It works in India because buyers already ask questions, share screenshots and pay on WhatsApp, so a business that answers there removes a step between interest and purchase.
There are two very different tools behind the label. The WhatsApp Business app is a free phone app for one owner or a small team. The WhatsApp Business Platform is Meta’s API product for businesses that need automation, integrations and volume.
Most Indian SMBs start on the app, hit its limits within months, then move to the API. Knowing where that line sits saves you a painful migration later.
Use the WhatsApp Business app if one person replies from one phone and you send a few dozen chats a day. Choose the WhatsApp Business API (Cloud API) when you need automated flows, CRM or Shopify integration, multiple agents, templates at scale, or conversion tracking. The app is free; the API bills per delivered message.
| Factor | WhatsApp Business app | WhatsApp Business Platform (Cloud API) |
|---|---|---|
| Who it suits | Owner-run shops, clinics, tutors, local services | D2C brands, ed-tech, real estate teams, any business with a CRM |
| Messaging cost | Messages sent from the app are free | Per delivered message, by category and country |
| Core tools | Catalog, labels, quick replies, greeting and away messages, broadcast lists | Templates, webhooks, chatbots, AI agents, APIs for flows and payments |
| Scale | Manual, phone-first | Tiered limits from 250 up to unlimited unique users per 24 hours |
| Measurement | Basic | Delivery and read webhooks, plus conversion reporting via the Marketing Messages API |
You can also run both on the same number. Meta calls this coexistence: an existing WhatsApp Business app number connects to Cloud API through a Solution Partner or Tech Provider, and chats stay in sync.
Coexistence has trade-offs. Meta’s coexistence documentation says broadcast lists turn read-only, and greeting messages, away messages, quick replies, labels and catalog are disabled in the app. Throughput is fixed at 20 messages per second, and the app must run version 2.24.17 or higher.

The WhatsApp Cloud API is Meta’s API for sending and receiving WhatsApp messages from your own software. Your system calls the Graph API to send messages, and Meta pushes incoming messages and delivery or read statuses to your webhook. You need a business portfolio, a WhatsApp account, a Messaging account, an app and access tokens.
Two message types matter for WhatsApp marketing. Template messages are pre-approved formats you can send at any time, including the first message to a customer. Non-template messages, such as free text, images or interactive lists, work only inside a 24-hour customer service window that opens and resets each time the customer messages you.
Meta’s platform overview lists the building blocks:
India gets extra tooling. Meta’s developer docs carry an India payments section covering UPI Intent and payment links, so a customer can see an order and pay without leaving the chat.
To get WhatsApp Business API access, create a Meta business portfolio, set up a WhatsApp Business account and Messaging account, register a phone number with a display name, add a payment method, then verify your business. You can do this directly through the Meta App Dashboard or through a Business Solution Provider using Embedded Signup.
Meta’s display name documentation says you must give a display name when you register a business phone number. It appears in your WhatsApp profile, and at the top of chats and the chat list only once approved. Display name verification runs automatically when you reach a higher messaging limit.
You can change the name 10 times in 30 days. After an approved change, re-register the number within 14 days or resubmit the name. Rejected names can be edited or appealed through developer support.
PingTalks’ rule of thumb: use the brand name customers already know from your website, signage and invoices, spelled the same way. Keep the display name, website and verification documents aligned so reviewers have nothing to question.
You can call Cloud API yourself if you have a developer. Most Indian businesses instead onboard through a Meta Business Partner. Meta’s solution provider docs describe two partner types, and the difference is mainly billing.
| Route | Who pays Meta | Best for |
|---|---|---|
| Direct (Cloud API) | You, with your own payment method | Businesses with in-house developers |
| Solution Partner (BSP) | Partner extends a credit line and invoices you | Teams that want one bill plus inbox, chatbot and support |
| Tech Provider | You pay Meta directly; provider bills its own software | Teams who want software but direct Meta billing |
Partners can also speed up verification. Meta’s partner-led verification docs say Select and Premier Solution Partners can submit a client’s documents, with an average decision in about 5 minutes. When choosing a partner, compare their fee on top of Meta’s rates, chatbot tooling, CRM integrations and support hours, and ask for the Meta rate card pass-through in writing.
WhatsApp Business API pricing in India is per delivered message, by category. On Meta’s INR rate card effective 1 October 2026, a marketing message to an Indian number costs ₹0.8631, a utility or authentication message ₹0.115, and a service message ₹0.115 after the first 1,000 free each month. Customer messages to you are free.
| Category | What it is for | India rate (INR per message) |
|---|---|---|
| Marketing | Offers, launches, abandoned cart nudges, re-engagement | ₹0.8631 |
| Utility | Order confirmations, shipping updates, account alerts | ₹0.115 |
| Authentication | One-time passcodes | ₹0.115 |
| Authentication-international | A higher OTP rate that applies to some businesses under Meta’s eligibility rules | ₹2.4971 |
| Service | Non-template replies inside the 24-hour window, by humans or third-party AI | ₹0.115 (first 1,000 per number per month free) |
Source: Meta’s WhatsApp Business Platform pricing page, updated 30 September 2026, and its linked INR list rates file titled “effective October 1, 2026”. Rates exclude any partner fees. A fifth category, Meta Business Agent, bills AI-agent replies at a global USD 2.00 per million tokens.
Volume tiers lower utility and authentication rates as monthly volume grows. Meta counts them per market and category across your whole portfolio, and only charged messages count.
Say a Bengaluru D2C brand sends 10,000 marketing templates and 20,000 utility order updates to Indian numbers in a month. Marketing costs 10,000 x ₹0.8631, which is ₹8,631. Utility costs 20,000 x ₹0.115, which is ₹2,300, before any volume tier discount. That is ₹10,931 of Meta charges before partner fees and taxes.
Meta’s pricing page says eligible Solution Providers and direct businesses with an India Sold-To country must move every Messaging account to INR billing by 31 December 2026. From 1 January 2027, Meta stops delivering messages from non-INR Messaging accounts of eligible customers. Ask your partner which currency your account bills in today.
WhatsApp API pricing changed four times in 2026, because Meta now updates rates only on 1 January, 1 April, 1 July and 1 October. The biggest shift landed on 1 October 2026: service messages and utility replies inside the customer service window, both free before, became chargeable, with a new 1,000-message monthly free tier.
Meta’s pricing calendar gives one month’s notice for rate card changes, three months for pricing add-ons and six months for model changes. Put those dates in your finance calendar and re-check the rate card each quarter.

WhatsApp’s opt-in rules say you may message only people who gave you their number and agreed to hear from you. Meta’s opt-in guide requires that the opt-in clearly says the person is agreeing to receive messages from your business, shows your business name clearly, and complies with applicable law.
The opt-in does not have to happen on WhatsApp. Meta lists SMS, your website, an IVR phone flow, and in-person or paper forms as valid channels. It can also be general rather than WhatsApp-specific, though a WhatsApp-named checkbox sets clearer expectations.
Meta’s best practices are worth copying exactly. Name the message types you will send, consider separate opt-ins per type, give clear opt-out instructions and honour them, and watch your quality rating whenever you add a new opt-in source.
Pro tip: Use two checkboxes at checkout: “Order and delivery updates on WhatsApp” (pre-unticked is safest) and “Offers and new launches on WhatsApp from [Brand]”. You get cleaner consent records and fewer blocks, because promotional fatigue stops hurting your order updates.
India’s Digital Personal Data Protection Act, 2023 means your WhatsApp opt-in must also be valid consent under Indian law. Per the government’s DPDP Rules explainer, consent must be clear, informed and easy to understand, people can withdraw it at any time, and you must give a separate notice explaining the specific purpose of using their data.
The Digital Personal Data Protection Rules, 2025 were notified on 14 November 2025, according to the Press Information Bureau document. They allow an 18-month phased compliance period, so the clock is already running for most Indian businesses.
Penalties under the Act are large. The PIB document lists up to ₹250 crore for failing to keep reasonable security safeguards, up to ₹200 crore for failing to report a breach or for violations relating to children, and up to ₹50 crore for other violations.
This is a practical summary, not legal advice. Have your legal adviser check your notice wording against the Act and Rules.
WhatsApp template approval is automatic. You submit a template with a name, category, language and content in WhatsApp Manager or the API, Meta reviews it, and it can be sent once its status is Approved. WhatsApp Manager says review can take up to 24 hours. Rejected, paused or disabled templates cannot be sent.
The category you pick decides the price, so Meta checks it. Utility templates must be non-promotional and tied to a user’s request or account, such as an order confirmation or shipping update. Anything with mixed or unclear content defaults to marketing.
Authentication templates are the only ones allowed to send one-time passcodes. Meta requires a Template Library format with a one-time password button, no URLs, media or emojis, and parameters of 15 characters or fewer.
Write utility templates like a bank SMS: facts only, no “Shop now”, no discount line. One promotional sentence turns a ₹0.115 message into a ₹0.8631 one.
WhatsApp messaging limits cap how many unique users your business portfolio can message outside the 24-hour service window in a rolling 24 hours. New portfolios start at 250, then move to 2,000, 10,000, 100,000 and unlimited. Quality, judged on negative feedback and read rates, decides whether you keep scaling.
| Tier | Unique users per 24 hours | How you get there |
|---|---|---|
| Starting | 250 | Default for new business portfolios |
| Tier 1 | 2,000 | Verify your business, have a partner verify it, or send 2,000 high-quality templates to unique numbers in 30 days |
| Tier 2 | 10,000 | Automatic scaling: high-quality messages and use of at least half your limit in the last 7 days |
| Tier 3 | 100,000 | Same automatic scaling rules |
| Unlimited | No cap | Same automatic scaling rules |
Since 7 October 2025, limits sit at the business portfolio level, not per phone number. Every number in the portfolio shares the limit, so one aggressive campaign number can use up capacity your support number needed. Upgrades now land within 6 hours of meeting the criteria, and Meta says quality drops no longer downgrade your limit.
Templates carry their own quality rating: green (high), yellow (medium), red (low) or unknown for new templates. Meta’s template quality docs say negative feedback and low read rates push a template down, and low-quality templates risk being paused or disabled.
Users also get protection from you. Meta’s per-user marketing limits cap how many marketing templates a less-engaged user receives from all businesses. Blocked sends fail with error code 131049, and Meta says to wait at least 24 hours before retrying.
Warning: Meta’s policy enforcement escalates fast. After a warning, restrictions run 1 or 3 days without templates, then 5, 7 or 30 days without any messages, then an account lock that only an appeal can lift. Appeals usually take 24 to 48 hours.
Click-to-WhatsApp ads are Meta ads whose button opens a WhatsApp chat with your business instead of a landing page. The user sends the first message, which opens the service window. If you reply in time, Meta’s free entry point window makes your messages free for up to 7 days.
On the API, you can attach a welcome message sequence to the ad. It can hold a welcome text, a prefilled message the user can send, and FAQ buttons that Meta’s API calls ice breakers. You build the sequence via the API, then pick it in Ads Manager under the ad’s message template.
When the chat starts, your webhook receives ad referral data, including the ad ID, headline and a click ID, plus the user’s first message. Pipe that into your CRM and you can see which ad produced which lead, not just which ad produced chats. For campaign structure and targeting, use our Meta ads guide.

The free window only opens for chats started on the Android or iOS app, and it is tracked per business and user pair. So plan your sequence before the ad goes live:
The best WhatsApp marketing programmes run on three layers: utility messages people expect, service chats that close sales, and a small number of well-targeted marketing broadcasts. Here is how that looks in four Indian sectors.
Earn the read with utility, close the sale in service, and spend your marketing messages like they cost ₹0.86 each, because they do.
Measure WhatsApp marketing on four layers: delivery and read rates from webhooks, replies and button clicks, conversions such as purchases and leads, and cost per conversion using Meta’s per-message rates. For promotional campaigns, Meta’s Marketing Messages API reports conversions in Ads Manager when your website has Meta Pixel or Conversions API events.
Meta’s conversion docs list the standard events it tracks from message clicks: Purchase, Add to cart, Initiate checkout, Lead and custom events. Results show in the Marketing Messages tab of Ads Manager. Meta states that Cloud API and the Business Management API do not support these conversion metrics, so plain Cloud API sends need your own tracking.
Attribution goes to the most recent Meta click, so a WhatsApp click late in the day can take credit from an earlier Facebook ad. Read reports with that in mind, and set up server-side events using our guide to conversion tracking for paid campaigns.
The most common WhatsApp marketing mistakes are messaging people who never opted in, sending promotions disguised as utility templates, blasting the whole list at once, and ignoring quality ratings until templates are paused. Each one raises costs or triggers Meta enforcement, and most are avoidable with a simple consent and sending policy.

Run WhatsApp marketing in three phases: set up compliant foundations in the first 30 days, automate high-value journeys by day 60, and scale paid acquisition and broadcasts by day 90. Each phase has a clear exit test, so you never add volume before quality and consent records are in place.
| Phase | What to do | Exit test |
|---|---|---|
| Days 1 to 30: Foundation | Choose app, API or coexistence. Verify the business, set the display name, pick INR billing, publish consent notices, build 5 to 8 templates. | Business verified, templates approved, opt-in captured on every form |
| Days 31 to 60: Automate | Launch order or booking utility flows, a chatbot for FAQs and lead qualification, CRM sync and opt-out handling. | Utility read rate stable, templates green, response time under your target |
| Days 61 to 90: Scale | Start click-to-WhatsApp ads with a 7-day sequence, segment broadcasts by behaviour, add conversion tracking and test one new offer a fortnight. | Cost per lead or sale known, messaging tier rising, quality holding |
Do not skip the day 31 to 60 phase. Utility flows build the read habit that makes later marketing cheaper per sale.
For most Indian businesses with more than a few hundred customers a month, the WhatsApp Business API is worth it. At ₹0.8631 per marketing message and ₹0.115 per utility message, WhatsApp marketing is cheap enough to win on relevance, not volume. Start with utility and click-to-WhatsApp ads, protect quality like revenue, and treat 31 December 2026 as a hard deadline for INR billing.
No. The WhatsApp Business API charges per delivered message by category, though customer messages to you are free. Meta also gives 1,000 free service messages per business phone number each month, and messages in a click-to-WhatsApp free entry point window are free for up to 7 days.
The Cloud API is the main messaging API of the WhatsApp Business Platform, which people often call the WhatsApp Business API. The platform also includes the Business Management API for templates and numbers and the Marketing Messages API for optimised promotions.
Yes, through coexistence, which connects an existing WhatsApp Business app number to Cloud API via a Solution Partner or Tech Provider. Some app features, including broadcast lists, labels, quick replies and greeting messages, are disabled, and throughput is fixed at 20 messages per second.
Meta reviews templates automatically, and WhatsApp Manager says review can take up to 24 hours. Templates can be sent only when their status is Approved, and you can request a category review within 60 days.
You can start without it at the 250 unique users per 24 hours limit. Verifying your business is one route to the 2,000 tier, factors into Official Business Account status, and raises your template cap from 250 to up to 6,000 with an approved display name.
No. Meta’s opt-in rules require that the person agreed to receive messages from your business, with your business name shown clearly. India’s DPDP Act also requires clear, informed consent that can be withdrawn at any time.
