Meta Ads Guide 2026: Facebook and Instagram Ads That Convert

How to run Meta ads on Facebook and Instagram in 2026: objectives, Advantage+, targeting, specs, GST billing and tracking, checked against Meta's own docs.

Person scrolling an Instagram feed with sponsored Meta ads on a smartphone

Key takeawaysThe story in 20 seconds

01Meta ads run from one Meta Ads Manager account across Facebook, Instagram, Messenger, Threads, WhatsApp Status and the Audience Network, built as campaign, ad set and ad.

02Meta Ads Manager offers six objectives: Awareness, Traffic, Engagement, Leads, App promotion and Sales, and older objectives such as Conversions are deprecated.

03A Meta Advantage+ campaign needs campaign budget, Advantage+ audience and Advantage+ placements switched on together; turning off any lever removes the Advantage+ state.

04Meta switches the product browsing Advantage+ creative enhancement on by default in existing ads from 28 October 2026, so advertisers should review each live ad first.

Meta ads are the paid ads you buy in Meta Ads Manager to reach people on Facebook, Instagram, Messenger, Threads, WhatsApp Status and partner apps. You choose an objective, a budget and a creative, and Meta’s auction and AI decide who sees which version. Your job is to give that system the right goal, clean conversion data and creative worth showing.

This pillar is the full playbook for Indian marketers and founders in 2026: how Ads Manager is built, which objective to pick, what Advantage+ automates, how to promote an Instagram post properly, how GST shows up on your bill, and a 30/60/90-day plan. Every rule below was checked against Meta’s own documentation and newsroom on 24 October 2026. Where Meta publishes no number, we don’t invent one.

What are Meta ads and where do they run?

Meta ads are auction-based ads that you build once in Meta Ads Manager and deliver across Meta’s apps, with Facebook, Instagram, Messenger, Threads, WhatsApp and the Audience Network all available as placements, which means Facebook ads, Instagram ads and Instagram sponsored ads are the same product bought through one account.

That matters more than it sounds. One ad account, one pixel and one auction power every placement, so you don’t need separate strategies for “Facebook ads” and “Instagram ads”. You need one strategy with placements tuned to your creative.

Meta’s placement targeting documentation lists the surfaces you can buy today:

  • Facebook: Feed, Stories, Reels, Marketplace, search results, in-stream video, right column, profile feed and notifications.
  • Instagram: Feed, Stories, Reels, Explore, Explore home, profile feed, profile reels and search results.
  • Threads: the Threads feed, which you can only select together with Instagram Feed.
  • Messenger: Stories and sponsored messages.
  • WhatsApp: Status, which must be paired with Instagram Stories, plus marketing messages for accounts onboarded to them.
  • Audience Network: classic and rewarded video placements in partner apps, which can never run on their own.

If you leave placements untouched, Meta considers every default position and may add new ones as they launch. For most accounts that is the right starting point, and we explain when to override it further down.

How is Meta Ads Manager structured?

Meta Ads Manager uses three levels: the campaign sets one business objective, the ad set controls budget, schedule, audience, placements and optimisation goal, and the ad holds the creative, copy, call to action and destination, so every setting you change lives at exactly one of these levels and affects everything beneath it.

LevelWhat you set hereWhat goes wrong if you get it wrong
CampaignObjective, special ad category, campaign budget, A/B testMeta optimises for the wrong action, such as clicks instead of purchases
Ad setBudget (if not at campaign level), schedule, conversion location, optimisation goal, audience, placementsBudget spreads thin across overlapping audiences and nothing exits learning
AdFormat, media, primary text, headline, call to action, URL, tracking, Advantage+ creative settingsGood targeting wasted on creative that doesn’t stop the scroll

Meta’s campaign reference says one campaign can hold up to 200 ad sets, and every ad inside must fit the campaign’s objective. You will rarely need more than a handful. Fewer ad sets means each one collects more conversions to learn from, which is how small Indian accounts compete with big ones.

Every campaign must also declare a special ad category, or none. Housing, employment, financial products and services, and social issues, elections or politics campaigns get restricted targeting options. Meta’s documentation warns that ads may be rejected if the right category is not chosen, so pick it honestly if you sell property, jobs or financial products.

Which Meta ads objective should you choose?

Choose the Meta ads objective that matches the one action you actually want to pay for: Awareness for reach and recall, Traffic for visits, Engagement for interactions and messages, Leads for forms and calls, App promotion for installs, and Sales for purchases, because Meta finds people likely to take exactly that action.

Meta’s Marketing API lists these six outcome-driven objectives and marks the older list, including Conversions, Reach, Messages, Page likes and Lead generation, as deprecated since API version 17.0. If a tutorial still tells you to pick “Conversions”, it is years out of date.

ObjectivePick it whenIndian example
AwarenessYou want memory and reach, and can’t measure sales yetA new D2C snack brand before the festive season
TrafficYou want visits to a page or app, not a tracked purchaseA publisher or an event page
EngagementYou want messages, video views or post interactionsA Bengaluru dental clinic running click-to-WhatsApp
LeadsYou need a phone number, a form or a callReal estate, coaching, insurance, B2B services
App promotionYou want installs or in-app eventsA fintech, gaming or quick commerce app
SalesYou track purchases or other conversions with the pixel or Conversions APIA Shopify fashion store or a course checkout

The rule that saves the most money: pick the deepest objective your tracking can reliably support. If your pixel records purchases correctly, run Sales. If it records nothing, fix tracking before you spend a rupee, or Meta will optimise towards people who click and leave.

What are Advantage+ campaigns and should you use them?

Advantage+ campaigns are Meta’s automated setup for the Sales, App promotion and Leads objectives, and a campaign only earns the Advantage+ state when three levers are on together: budget set at campaign level, Advantage+ audience in at least one ad set, and Advantage+ placements with no placement exclusions at ad set level.

This replaced the old split between Advantage+ shopping campaigns and manual campaigns. In a developer blog post dated 3 June 2025, Meta said advertisers would no longer have to choose between the two and could get Advantage+ performance with the full range of ad features in one setup. Meta’s API documentation describes Advantage+ sales and app campaigns as the updated, streamlined versions of the earlier types.

Four consequences you should plan around:

  • One lever off means no Advantage+. Switch off the campaign budget, the audience or the placements lever and Meta stops treating the campaign as Advantage+.
  • Migration restarts learning. Meta’s documentation says moving a legacy campaign into the new setup forces it back into the learning stage. Do it in a quiet week, never in the middle of a sale.
  • Bid simply first. Meta recommends the lowest cost bid strategy without a cap for Advantage+ campaign budgets. Add a cost cap only once you know your real cost per result.
  • Account-level exclusions still work. Brand-safety and placement blocks you set for the whole ad account don’t break the placements lever.

Should you use them? For e-commerce and lead generation with clean conversion tracking, yes, as your default campaign. Keep a manual campaign when you genuinely need hard control: a strict age band, a regulated category or a placement your data proves is wasting money.

What is Advantage+ creative and what changes on 28 October 2026?

Advantage+ creative is a set of automatic edits Meta can apply to your ad, from cropping and brightness fixes to AI-generated backgrounds, overlays and translations, and from 28 October 2026 Meta switches one more enhancement, product browsing, on by default in existing Facebook and Instagram ads unless you opt out first.

Meta’s developer documentation lists each feature with its Ads Manager label. Since Marketing API version 22.0 you opt in or out feature by feature, not through one “standard enhancements” bundle. The ones you will meet most often:

  • Visual touch-ups and Expand image: crop or extend your media to fit more placements. Expand image is generated with AI.
  • Add overlays and Enhance CTA: place your own text or key phrases on or next to the creative.
  • Text improvements: show your text options as primary text, headline or description when that is likely to perform better.
  • Relevant comments: display the most relevant comment below your ad.
  • Generate backgrounds and image animation: AI backgrounds for product shots, and subtle motion added to a static image.
  • Translate text and Translate voiceover: translated copy, and AI voiceover translation that Meta currently lists from English to Spanish only.

Product browsing is the one to act on this week. When someone taps the ad, it can open a page inside Facebook or Instagram with product details and suggestions before they reach your site. Our explainer on Meta’s product browsing default on 28 October shows where to switch it off, ad by ad and at account level.

Act before 28 October 2026

Open each live ad, go to Advantage+ creative enhancements, check the destination settings and decide on product browsing. Keep it off for brand, offer and custom landing page ads, test it on catalogue ads, and recheck any ad you duplicate or edit afterwards.

How does Meta ads targeting work in 2026?

Meta ads targeting now starts broad: with Advantage+ audience switched on, Meta treats your interests and audiences as suggestions and searches a wider pool of people, while location, minimum age, language and custom audience exclusions stay fixed as hard limits that the delivery system will not cross.

Meta’s documentation says new ad sets default to Advantage+ audience from API version 23.0 unless you set it explicitly. With it on, your minimum age must sit between 18 and 25, and the maximum age is fixed at 65. If you must restrict delivery to, say, people aged 30 to 45, you have to switch it off.

You still build three kinds of audience inputs:

  1. Custom audiences: customer lists, website visitors from your pixel, app users, and people who engaged with your Page, Instagram account or videos. Upload only data your customers agreed to share, which is also the spirit of India’s Digital Personal Data Protection Act, 2023.
  2. Lookalike audiences: Meta needs a seed of at least 100 people from one country. You choose a size from 1% to 20% of that country, where 1% is the closest match and 20% the broadest.
  3. Detailed targeting: interests, demographics and behaviours. For most performance goals, including purchases, landing page views and conversations, Meta’s documentation says it may expand these when that is likely to cut cost per result.

In India, location is your sharpest control. A Pune clinic should target a radius around the clinic, not the whole country. A pan-India D2C brand should exclude cities or states it can’t ship to, then let Advantage+ audience find buyers inside that map.

Which placements should you choose for Facebook and Instagram ads?

Start with Advantage+ placements for almost every campaign, so Meta can show your ad wherever results are cheapest across Facebook, Instagram, Messenger, Threads and the Audience Network, and switch to manual placements only when a creative format, a brand-safety rule or your own conversion data gives you a clear reason to exclude something.

Manual placements make sense in four situations:

  • Your creative only works in one shape, such as a 9:16 Reel built around a voiceover.
  • Audience Network or right column traffic looks cheap in Ads Manager but never converts in your GA4 or CRM data.
  • You need tighter brand safety. Meta’s inventory filter offers Expanded, Moderate and Limited settings for feeds, in-content video and Audience Network.
  • You run click-to-WhatsApp and want the WhatsApp Status placement, which Meta only allows alongside Instagram Stories.

Remember the trade-off. Excluding placements at ad set level switches off the placements lever, so the campaign loses its Advantage+ state. Put permanent blocks at account level instead, where Meta allows them without that penalty.

Meta ad formats and specs at a glance

Meta supports single image, single video, carousel, collection and catalogue formats, plus messaging ads that open a chat. The specs below come from Meta’s Marketing API documentation for Instagram, Reels and carousel ads. Ads Manager shows the full requirements for each placement while you build.

FormatShape and sizeLimits to remember
Instagram feed image or video1:1 recommended; 1.91:1 to 4:5 supported; at least 600px wideVideo 3 to 60 seconds; captions up to 2,200 characters
Facebook feed image1080 x 1080px or larger recommendedInstagram needs 600px minimum width, 640px or more recommended
Instagram Stories9:16 recommended; at least 600px wideVideos are not cropped, so export them in the right ratio
ReelsFull-screen 9:16 vertical videoKeep the bottom 35% free of text, logos and key elements
Carousel adsImage cards at least 600 x 600px; square video cards up to 60 secondsAt least two cards (three for app ads); up to ten in Instagram Stories

Carousel ads are the workhorse for Indian e-commerce: one product per card, the price or offer in the card headline, and a final card that sells the whole range. Meta’s documentation notes that automatic card ordering and end cards work on Facebook but not on Instagram, so put your best product first.

For layouts that hold attention, see our guide to engaging Instagram carousels. The same design rules apply when you pay to promote them.

Should you boost a post or use Ads Manager?

Boost a post when you want a quick reach or engagement push on content that already works organically, and use Ads Manager whenever you need a specific objective, conversion tracking, custom audiences, A/B tests or control over Advantage+ settings, because boosting is the shortcut and Ads Manager is the full toolkit behind it.

The smartest option sits in between. Ads Manager lets you run an existing post as the ad, so you keep its likes and comments as social proof and still get full targeting and tracking. Meta’s documentation says you can promote Instagram feed posts with a single photo, video, carousel or reel, as well as active Stories.

How to promote an Instagram post the right way

  1. Use a professional account. Meta’s ads tools need an Instagram business or creator account connected to your Facebook Page or Business Manager.
  2. Check the post is eligible. Posts with copyrighted music or interactive elements such as filters can’t be boosted. For Reels, Meta also requires under 90 seconds, 9:16, no third-party music, GIFs, interactive stickers or camera filters, and no prior share to Facebook.
  3. Build the campaign in Ads Manager. Pick the objective, budget, audience and placements as you would for any campaign.
  4. Select the existing post at ad level. Choose your Instagram account and the post as the creative instead of uploading new media.
  5. Add the call to action and tracking. Set the website or WhatsApp destination and add UTM parameters so GA4 can credit the sale.

Boosting from the Instagram app is fine for a small reach test on a Reel that is already flying. Anything tied to revenue should go through Ads Manager, where you can see cost per result rather than likes.

How much do Meta ads cost in India?

Meta ads in India cost whatever daily or lifetime budget you set, billed in rupees with GST added because Indian advertisers transact with Meta’s local Indian entity, while the price of each impression or click is set in a live auction that moves with your audience, objective, creative quality and season.

That is why this guide gives no CPM or CPC benchmarks. A number quoted without your category, city and month is noise. Your own cost per result after two to three weeks of stable spend is the only benchmark that counts.

25%how far above your daily budget Meta may spend on a high-opportunity day, per Meta’s budget documentation
39%ROAS improvement for Coca-Cola’s sugar-free segment using Collaborative Ads with quick commerce, per Meta’s newsroom, 5 December 2025
45%quarter-on-quarter drop in Britannia’s cost per purchase with Collaborative Ads, per the same Meta newsroom post

Daily and lifetime budgets

A daily budget is the average you are willing to spend each day. Meta’s documentation says it may spend up to 25% more on days with better opportunities, so a ₹1,000 daily budget can spend up to ₹1,250 on a strong day. A lifetime budget is the total for the whole run, and Meta says you won’t be charged more than it unless you change delivery settings.

Bid strategies

Meta offers lowest cost without a cap, cost cap and bid cap. Start with lowest cost, which Meta recommends for Advantage+ budgets. Move to a cost cap only when you know the cost per lead or purchase your margins can carry.

How billing and GST work for Indian advertisers

Meta announced in 2018 that it would move to a local selling model in India. Under it, Indian advertisers transact with Meta’s Indian entity, all billing is in INR and the transactions are subject to Indian GST. In practice:

  • Enter your registered business name, address and GSTIN in your ad account’s payment settings before the first invoice, so your CA can match it for input tax credit.
  • Download invoices every month and reconcile them with your ad spend report.
  • Keep the ad account in your own business’s name. If an agency or freelancer runs ads from their account, the invoices, history and pixel data sit with them, not you.

How do you set up the Meta Pixel and Conversions API?

Install the Meta Pixel on your website to capture browser events, connect the Conversions API to send the same events from your server, platform or CRM, and give each event a matching event ID and event name so Meta can remove duplicates, which is the redundant setup Meta itself recommends for ad performance.

Why both? The pixel depends on the visitor’s browser. The Conversions API sends data from your server, website platform, app or CRM, so it fills gaps the browser misses. Meta’s documentation says server events are processed much like pixel events for measurement, reporting and optimisation.

Setup steps

  1. Create your pixel in Meta Events Manager and install it on every page, either through your store platform’s Meta integration or a tag manager.
  2. Turn on the Conversions API for website events. Meta says advertisers who already have a pixel can do this from Events Manager in one click, with no code or setup fees.
  3. Match your event IDs. The pixel’s eventID, passed as the fourth argument of the fbq track call, must equal the server event’s event_id, and the event names must match.
  4. Respect the 48-hour window. Meta only deduplicates matching events that arrive within 48 hours of the first event with that ID.
  5. Verify. Confirm in Events Manager that Meta receives each event and that it is deduplicated and matched correctly before you scale spend.

For lead businesses, send CRM outcomes back too. If you run Meta lead ads with instant forms, the Conversions API’s conversion leads integration uploads later sales-funnel stages from your CRM, so Meta can optimise for leads more likely to convert, not just anyone who fills a form.

Tracking is only half the job. A slow or confusing landing page wastes the clicks you paid for, which is where our conversion rate optimisation guide comes in.

How do click-to-WhatsApp ads work?

Click-to-WhatsApp ads are Facebook and Instagram ads whose button opens a WhatsApp conversation with your business instead of a website, so the prospect lands in a chat you can answer personally or with automation, which suits businesses that close sales through conversation, such as clinics, coaching institutes, real estate and premium D2C brands.

Meta’s Marketing API documentation sets the rules:

  • Formats: image, video, carousel or slideshow, with optional call prompts.
  • Objectives: Engagement, Leads, Sales or Traffic. Campaigns with call prompts must use Engagement.
  • Setup: a Facebook Page with your WhatsApp number linked to it.
  • Billing: charged on impressions, so you pay when the ad is shown.
  • Placements: Facebook and Instagram, plus WhatsApp Status when paired with Instagram Stories.

The ad is the easy part. The conversion happens in the chat, so have a reply flow ready before launch: a greeting, two or three qualifying questions, a price list or catalogue, and a human ready to take over. A lead who waits hours for a reply has usually messaged a competitor by then.

How should you test Meta ad creative?

Test Meta ad creative by changing one variable at a time, such as the hook, the format or the offer, inside a controlled split test with comparable budgets and audiences, because Meta’s own testing guidance says that when two things change at once you cannot tell which one moved your cost per result.

Meta’s Marketing API supports creative tests across 2 to 7 variants, with one ad per test cell. The guidance is clear: define your KPI and confidence level before you start. Tests with larger reach, longer schedules or higher budgets tend to deliver more statistically significant results.

Use the PingTalks testing ladder, one rung at a time:

  1. Hook: the first line or first second. Test a problem, a number, a face and a product close-up against each other.
  2. Format: once a hook wins, test it as a Reel, a static image and a carousel.
  3. Offer: free shipping against a discount against a bundle, using the winning hook and format.
  4. Proof: a customer review, a creator or partnership ad, or a before and after.
  5. Landing: only then test the page or chat flow behind the ad.

Judge winners on cost per result for your objective, not on click-through rate. A cheap click from someone who never buys is the most expensive thing in your account.

What are the most common Meta ads mistakes?

The most common Meta ads mistakes are optimising for clicks when you want sales, splitting a small budget across too many ad sets, running the pixel without the Conversions API or deduplication, leaving Advantage+ creative toggles unchecked, and letting someone else own your ad account, and each one quietly raises your cost per result.

  • Wrong objective. Traffic campaigns find clickers. If you want buyers, run Sales with working conversion events.
  • Too many ad sets. Ten ad sets on a small budget means none of them gathers enough conversions to learn.
  • Constant edits. Changing budgets, audiences and creative every day makes results impossible to read. Change one thing, then wait for data.
  • Double-counted conversions. Pixel and Conversions API events without matching event IDs inflate results and mislead the algorithm.
  • Unchecked enhancements. Text, overlays and destination changes you never reviewed can put an off-brand ad in front of your best customers.
  • Ignoring the Reels safe zone. Text in the bottom 35% of a 9:16 frame gets covered by the Reels interface.
  • Wrong special ad category. Finance, housing and employment ads need the right category, or they may be rejected.
  • Trusting only in-platform ROAS. Check sales in GA4, your store or your CRM before you scale.

What does a 30/60/90-day Meta ads plan look like?

A 30/60/90-day Meta ads plan spends the first month fixing tracking and launching one simple campaign, the second month testing creative one variable at a time, and the third month scaling the winners with Advantage+ while protecting margins, so every rupee spent in month three rests on data from months one and two.

PingTalks verdict

Meta ads in 2026 reward the advertiser with the best signal and the best creative, not the cleverest targeting. Automate delivery with Advantage+, but keep three things firmly in your hands: what you optimise for, which creative changes you allow, and who owns the ad account. Get those right and Meta’s AI works for you instead of around you.

Go deeper

Pick the next guide based on where your account is weakest:

What to do now

  • Confirm the ad account and Business Manager are owned by your business.
  • Add your registered business name and GSTIN to billing before the next invoice.
  • Review Advantage+ creative and product browsing settings on every live ad before 28 October 2026.
  • Check that pixel and Conversions API events share event IDs and deduplicate within 48 hours.
  • Move to the deepest objective your tracking supports, usually Sales or Leads.
  • Rebuild your top creative in 9:16 with the bottom 35% clear.
  • Start one creative test this week, changing only the hook.

Frequently asked questions

Are Meta ads the same as Facebook ads?

Yes. Meta ads is the current name for ads bought through Meta Ads Manager, and one campaign can run on Facebook, Instagram, Messenger, Threads, WhatsApp Status and the Audience Network. Facebook ads and Instagram ads are simply placements inside the same system.

Do Meta ads in India include GST?

Meta moved to a local selling model in India, so Indian advertisers transact with Meta’s Indian entity, are billed in INR and pay Indian GST on ad spend. Add your GSTIN and registered business details to the ad account’s billing settings so invoices support input tax credit.

Can I run Instagram ads without a Facebook Page?

Meta’s ads tools need an Instagram business or creator account connected to a Facebook Page or Business Manager. Set up that connection once and you can run Instagram ads, promote existing posts and use click-to-WhatsApp from Ads Manager.

Is boosting an Instagram post worth it?

Boosting works for a quick reach push on a post that already performs organically. For sales or leads, run the existing post as an ad in Ads Manager instead, so you keep its social proof and still get full objectives, audiences and conversion tracking.

Should I switch off Advantage+ creative?

Review each enhancement rather than switching everything off. Keep fixes such as visual touch-ups where they help, but turn off text, overlay and destination changes like product browsing on brand, offer and custom landing page ads where you need full control.

How long should a Meta ads creative test run?

Meta does not set a fixed duration. Its testing guidance says to define your KPI and confidence level first, test one variable at a time, and expect more reliable results from larger reach, longer schedules or higher budgets.
